මැයි මස 12, 13 සහ 14 යන තෙදින දිවයින පුරා පිහිටි සියලුම මත්පැන් අලෙවි සැල් වසා තබන බව සුරාබදු දෙපාර්තමේන්තුව නිවේදනයක් නිකුත් කරමින් පවසනවා.
වෙසක් පොහෝ දිනයට සමගාමීව සංවිධානය කර ඇති වෙසක් මහෝත්සවය නිමිත්තෙන් මෙම පියවර ගෙන ඇති බවයි ඔවුන් පවසන්නේ.
ඒ අනුව මැයි 11 වැනිදා රාත්‍රීයේ සිට මැයි 15 දින විවෘත කිරීමට නියමිත වේලාව දක්වා සියලුම මත්පැන් අලෙවි සැල් අනිවාර්යෙන්ම වසා තැබිය යුතු බවයි සුරාබදු කොමසාරිස් ජනරාල් උදය කුමාර පෙරේරා අවධාරණය කර ඇත්තේ.
ඉන්දු – පාකිස්තාන යුද තත්ත්වය තීව්‍ර වුව ද, ඊට කිසිදු ලෙසකින් සම්බන්ධ නොවන බව කැබිනට් මාධ්‍ය ප්‍රකාශක වෛද්‍ය නලින්ද ජයතිස්ස පවසනවා.
ඔහු මේ බව ප්‍රකාශ කළේ අද (08) පැවැති කැබිනට් තීරණ දැනුම්දීමේ මාධ්‍ය හමුවේ දී මාධ්‍යවේදියෙකු නැගූ ප්‍රශ්නයකට පිළිතුරු ලබා දෙමිනි.
කෙසේනමුත් කැබිනට් මාධ්‍ය ප්‍රකාශකවරයා සඳහන් කළේ ඉන්දු – පාකිස්තාන භූ දේශපාලනික ගැටුම සම්බන්ධයෙන් මෙරට විදේශ කටයුතු අමාත්‍යාංශය විසින් අඛණ්ඩ ව අදාළ දැනුම්වත් කිරීම් රජය වෙත සිදු කරනු ලබන බවයි.
එමෙන්ම කලාපීය සහයෝගීතාව, සාමය සහ ජනතාවගේ නිදහස ආරක්ෂා කිරීමට ත්‍රස්තවාදය හරස් වන ඕනෑම අවස්ථාවක එය මර්දනයට ශ්‍රී ලංකාව ලබා දිය හැකි සෑම සහායක් ම ලබාදීමට සූදානම් වුව ද,
රටවල් දෙකක් අතර පවතින භූ දේශපාලන ගැටුම්වලට මැදිහත් නොවී ස්වෛරීභාවය ආරක්ෂා කරගනිමින් නොබැඳි පිළිවෙතක් අනුගමනය කිරීමට ශ්‍රී ලංකා රජය තීන්දු කර ඇති බවයි අමාත්‍යවරයා පැවසුවේ.
එක් රටකට විරුද්ධව කටයුතු කිරීමට ශ්‍රී ලංකා භූමිය හෝ ජල තීරය කිසිසේත් ලබා නොදෙන ප්‍රතිපත්තිය තුළ රජය තදින්ම කටයුතු කරන බව අමාත්‍යවරයා එහිදී වැඩිදුරටත් අවධාරණය කළා.
සමන්ත රණසිංහ අද (08) පාර්ලිමේන්තු මන්ත්‍රීවරයෙක් ලෙස කථානායක ජගත් වික්‍රමරත්න ඉදිරියේ දිවුරුම් දුන්නා.
අභාවප්‍රාප්ත කෝසල නුවන් ජයවීරගේ මහතාගෙන් පුරප්පාඩු වූ ජාතික ජන බලවේගයේ කෑගල්ල දිස්ත්‍රික් පාර්ලිමේන්තු මන්ත්‍රී ධුරය සඳහායි ඔහු මෙලෙස පත්කර ඇත්තේ.
Former President Ranil Wickremesinghe incurred expenses totalling Rs. 1.27 billion for 23 overseas visits between 2022 and 2024, Chief Government Whip Nalinda Jayatissa informed Parliament today.
According to Minister Jayatissa, former President Wickremesinghe undertook 4 foreign trips in 2022, 14 in 2023, and 5 more in 2024.
He further said that 63 state officials had participated in the overseas visits in 2022, a total of 252 state officials in 2023, and 111 state officials for the tours in 2024.
Minister Nalinda Jayatissa further revealed that a total of Rs. 19.8 million had been spent on 19 of those overseas visits, in which Ranil Wickremesinghe had not attended, but had been represented by state officials.

එහිදී ඔවුන් ශ්‍රී ලංකාවේ සංවර්ධන ප්‍රමුඛතා සහ අනාගත සහයෝගීතාවය පිළිබඳ ඵලදායී සාකච්ඡාවක නිරත වී ඇති අතර අග්‍රාමාත්‍යවරිය ලෝක බැංකු සභාපතිවරයා වෙත පවසා ඇත්තේ සියලු දෙනා ඇතුළත් වන සංවර්ධන ඉලක්ක, ආර්ථික ස්ථාවරත්වය සහ රජය දිගු කාලීන වැඩපිළිවෙලක ගමන් කරමින් සිටින බවයි.
එහි එක් වැදගත් අංගයක් ලෙස මෙවැනි ගෝලීය හවුල්කාරිත්වයන් ශක්තිමත් කිරීම අත්‍යවශ්‍ය බවයි අග්‍රාමාත්‍යවරිය එහිදී අවධාරණය කර ඇත්තේ.
තවද ඊයේ ජනාධිපතිවරයා හමු වූ අවස්ථාවේදී ඔහු ඉදිරි වසර තුන සඳහා ශ්‍රී ලංකාවට අමෙරිකානු ඩොලර් බිලියනයක මූල්‍යාධාරයක් ලබාදෙන බව පවසා තිබෙනවා.
ශ්‍රී ලංකාවේ සිට පාකිස්තානයේ ලාහෝර් දක්වා වන සියලුම ගුවන් ගමන් නැවත දැනුම් දෙන තුරු අත්හිටුවා ඇති බව ශ්‍රී ලංකන් ගුවන් සේවය නිවේදනය කර තිබෙනවා.
ඔවුන් මෙම පියවර ගෙන ඇත්තේ ආරක්ෂක හේතූන් මත බවයි වාර්තා වන්නේ.
කෙසේනමුත් විදෙස් මාධ්‍ය වාර්තා කරන්නේ ඉන්දු – පකිස්තාන යුද ගැටුම් සමඟ අද (08) උදැසන පාකිස්තානයේ ලාහෝර් නුවර පිපිරිම් 3ක් ද වාර්තා වී ඇති බවයි.
මෙරටට පැමිණ සිටින ලෝක බැංකු සභාපති අජේ බංගා (Ajay Banga) මහතා සහ ජනාධිපති අනුර කුමාර දිසානායක මහතා අතර හමුවක් අද (07) පස්වරුවේ ජනාධිපති කාර්යාලයේදී සිදු විය.
මෙලෙස ලෝක බැංකු සභාපතිවරයෙක් ශ්‍රී ලංකාවට පැමිණ ඇත්තේ වසර 20කට පමණ පසුව වීමද විශේෂත්වයකි.
ශ්‍රී ලංකාවේ ඉදිරි සංවර්ධන අරමුණු ජය ගැනීමට ලෝක බැංකු සමූහයේ සහාය ලබා දිය හැක්කේ කෙසේද යන්න පිළිබඳව මෙහිදී පුළුල් ලෙස සාකච්ඡා කෙරිණි.
ඩිජිටල්කරණය, සංචාරක කර්මාන්තය, කෘෂි කර්මාන්තය සහ යටිතල පහසුකම් ක්ෂේත්‍රය ඇතුළු කෙටිකාලීව ප්‍රතිලාභ ලබා ගත හැකි ක්ෂේත්‍ර හඳුනා ගනිමින් එහි ප්‍රවර්ධනයට කටයුතු කිරීම මෙන්ම උතුරු නැගෙනහිර සංවර්ධනය පිළිබඳවද මෙහිදී විශේෂ අවධානය යොමු විය.

Who is Responsible for the Local Government Elections Mess?

The current crisis surrounding local government elections is not an accident. It is the direct result of a reckless and constitutionally questionable legislative maneuver executed during the so called Yahapalanaya period. What was presented as a benign bill with just three clauses on women’s representation was, in an unprecedented move, hijacked during the committee stage and transformed into an entirely different law, with 132 new clauses, completely outside the scope of the original bill.
This wasn’t legislative reform; it was legislative ambush.
In one of the most outrageous episodes in our law-making history, a bill that was never meant to overhaul the local government electoral system ended up doing just that, without any public consultation, without judicial review, and without constitutional propriety. It was an open defiance of the norms of democratic law-making and a textbook case of how parliamentary procedure can be abused to serve political ends, in this case, to delay elections.
Even more shocking was the endorsement it received. The Attorney General of the day inexplicably opined that the bill could be passed with a two-thirds majority, effectively shielding it from judicial scrutiny. The Hon. Speaker gave his sanction, and members across the aisle, including the JVP/NPP, voted in favour. Without their support, this legislation, this legislative monstrosity, would never have passed with 1/3 majority. That is a historical fact.
When we took the matter before the Supreme Court, we argued that this was ultra vires, a fundamental violation of the constitutional limits on legislative process. Disappointingly, the majority of the bench ruled that once a law is passed, regardless of how outrageous or unlawful its passage may have been, it cannot be undone by judicial review. Only one judge, the former Chief Justice Priyasath Dep, stood his ground and dissented, recognising the dangerous precedent being set.
Later, when I had the opportunity during the 19th Amendment process, I made sure to insert a critical safeguard into the Constitution: that committee stage amendments must remain within the original scope of the bill. It was a small but necessary step to ensure that such a legislative ambush would never happen again. It has remained as our law since then.
So let us be clear, no one, least of all the NPP, can today claim moral high ground on this issue. It was part and parcel of the process that birthed this legal disaster. If we’re serious about fixing the mess, then the solution is simple and honest, repeal this Act. Start afresh with a proper, democratic, and consultative legislative process. Until then, we must live with the consequences of that misdeed.
We all make mistakes in politics. The test of leadership is not in avoiding them, but in owning them and fixing them.
However, It is my opinion that, wherever they have won the majority of the wards , irrespective of the arithmetic jargon, they must be given the opportunity to govern.
Because, that is what the voice of the people!
